Public Right-of-Way (ROW) or Oversize Overweight (OSOW) Permit Request
There are several permits the City of Lancaster issues. Currently, the Lancaster Department of Transportation (LDOT) only issues permits to occupy a Public Right-of-Way (ROW) and Oversize Overweight (OSOW) Permits.
To submit a ROW or OSOW permit, please complete the applicable form and return it to LDOT either in person or via email to both:
Permits to occupy Public Right-of-Way; non-construction (e.g.: parking restrictions, dumpsters, buses . . . )
Oversize Overweight (OSOW)

City OSOW are required if you meet any one of the following criteria:
Overall Weight - over 80,000 lbs.
Overall Height - over 13 ft. / 6 in.
Overall Width - over 10 ft.
Overall Length - over 53 ft.
ROW Special Event
Service Safety Director (SSD) - Katie Wheeling
Special Event's that require use of a Public ROW (e.g.: parades, block party, wedding, social gatherings . . . )
ROW Construction Occupancy
Engineering - Cecil Hanes
Construction that passes through or inside the public ROW (e.g.: sewers, taps, & repairs, driveways, sidewalks, curbing, demolition, and other related construction NOT involving private utility companies.)
Row Construction
Engineering - Cecil Hanes
Private utility company and construction that passes through or inside of the public ROW (e.g.: AT&T, South Central Power, AEP, Columbus Gas . . . )
