The Community Development Department's Housing & Neighborhoods department is excited to announce the 2026 Homeowner Rehabilitation Assistance Program!

The Homeowner Rehabilitation Assistance (HRA) Program is through the Community Development Block Grant (CDBG)  and designed to preserve and maintain affordable housing in the City of Lancaster. The program provides financial assistance to income-qualified Lancaster residents for repairs and improvements that address health, safety and code issues. Up to $15,000 per property is available to those who qualify.

Examples of Eligible Activities:

  • Roof repair or replacement, gutters and downspouts repair or replacement 

  • Exterior repairs such as porch floor, exterior siding, doors, windows, & stairs

  • Accessibility modifications

  • Radon mitigation

  • Replace or repair HVAC components and/or water heater

  • Installation or repair of all electrical, plumbing, and ventilation systems

  • Energy efficiency activities such as additional insulation or replacing single pane windows


Ineligible activities:

  • Any repairs of a cosmetic nature

  • Any repairs to storage buildings, garages, or other structures not attached to the living unit

  • Any general maintenance such as changing furnace filters or service calls for a repair technician

  • Minor plumbing repairs such as leaking faucets, running toilet tanks, water or gas leaking due to a loose connection, clogged sinks or bathtub drains


How Do I Know If My Family Qualifies For Assistance?

You must own your home* and it must be located in the City of Lancaster

AND

Your household** income must fall at or below 80% of the area median income.

Healthy Homes 

Healthy Homes Grant Improves Safety and Quality of Life for Lancaster Residents

The City of Lancaster is celebrating the success of its Healthy Homes Production Grant Program, which has improved the health and safety of 25 local homes. Funded by a $1 million grant awarded in 2022, the program addressed critical housing hazards and created safer living environments for residents across the community.

Beyond home improvements, the program helped raise awareness about healthy housing through community outreach events such as Community Development's Community Conversations held throughout the city, United Way's Day of Action and Connexion West's Backpack Giveaways. Strong partnerships with Lancaster Fairfield Community Action and The Senior Hub were key to the program’s success, helping reach residents most in need and ensuring the greatest impact.

As final projects wrap up, the City is proud to mark this achievement as an important step toward safer, healthier homes for all Lancaster residents.
