Community Development Block Grant (CDBG) Program

The City of Lancaster receives an annual Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). As a designated CDBG Entitlement Community, Lancaster receives federal funding each year to support projects that strengthen neighborhoods, improve housing, and benefit low- and moderate-income residents.

What the CDBG Program Does

CDBG funds to support a range of community priorities, such as:

  • Affordable housing preservation – assisting homeowners with repair and rehabilitation to make homes safe and decent.

  • Public facility improvements – upgrading sidewalks, ADA accessibility, community centers, and neighborhood infrastructure.

  • Public services – funding nonprofits that provide supportive services benefitting low-income residents.

  • Economic development – supporting small businesses or workforce programs that create or retain local jobs.

  • Neighborhood revitalization – addressing vacant or blighted properties and improving overall neighborhood safety and quality of life.

How Funds Are Used

Each year, the City develops an Annual Action Plan to determine how CDBG funds will be allocated. This process includes public engagement and City Council approval. At the end of the program year, the City reports progress and accomplishments in its Consolidated Annual Performance and Evaluation Report (CAPER) submitted to HUD.

Program Goals

All CDBG projects must meet at least one of HUD’s national objectives:

  • Benefit low- and moderate-income residents

  • Prevent or eliminate slum or blight conditions

  • Address an urgent community need

Through the CDBG program, Lancaster invests in projects that improve quality of life, promote equitable community development, and help ensure that all residents have access to safe and healthy neighborhoods.
