Availability of Funds

 

The City of Lancaster’s Community Development Department expects to receive approximately $500,000 in Community Development Block Grant (CDBG) funds issued by the U.S. Department of Housing and Urban Development (HUD) for fiscal year 2025 which begins on September 1, 2025.  This amount is consistent with previous allocations.

 

The public hearings will seek input for the upcoming PY 2025 CDBG funds, reprogramming of prior funds, and the potential application for CDBG Home/CHIP funds. 

 

Limitations on Use of CDBG Funds

 

The use of CDBG is governed by HUD regulations and by the City of Lancaster's Consolidated Plan.  CDBG funds must be used to further one of the following three CDBG national objectives:

 

  1. Benefit to low- and moderate-income individuals
  2. Aid in the elimination of slum and blight
  3. Meet a need having a particular urgency (disaster)

 

Eligible and ineligible activities will be discussed, along with restrictions on public services (15%) and planning and administration (20%).

 

Activity Priorities and Funding Allocations

 

In accordance with The City of Lancaster's Consolidated Housing and Community Development Plan and HUD regulations, the City is required to follow established criteria for determining activities and funding allocations.  These criteria include the following:

 

  • Extent to which the activity furthers the housing and community development needs and priorities identified in the consolidated planning process and is consistent with the priority objectives of the Consolidated Plan.

 

  • "Maximum feasible priority" for activities which will provide the greatest public benefit to low- and moderate-income households, address the priority needs of low- or extremely low-income persons, and/or meet other clearly defined priority housing or non-housing community development needs. HUD’s Income Guidelines for low- and moderate-income are updated on the City’s Community Development Department website annually.

 

Public Hearings

Two public hearings will be conducted about the establishment of the FY 2025 Community Development Block Grant (CDBG) program.  

 

  1. Program Overview for those planning to apply to FY2025 funds & discussion on reappropriation of prior year CDBG funds
    Date: Wednesday, March 5, 2025, at 3:00 p.m.
    Location: City Hall, 104 E. Main Street, Lancaster, OH, 1897 Conference Room
  2. Announcement of PY 2025 Projects to be included in PY2025 allocation
    Date: Monday, April 30, 2025, at 3:00 p.m.
    Location: City Hall, 104 E. Main Street, Lancaster, OH, 1897 Conference Room

Applications must contain detailed information regarding the service or activity, project beneficiaries, the expected quantifiable project outcomes, and project budget requirements (including other funding sources and amounts).   Hardcopy or Word versions of the application are available by contacting the Community Development Department at 740-687-6663 or cdd@ci.lancaster.oh.us

 

FY24 CDBG funding applications must be submitted by Wednesday, April 2, 2025 at 4:00 p.m. Applications received after this date will not be considered for funding.
